SUMMARY: The position manages programs and Sanitarians/EnvironmentalHealth Specialists engaged in conducting inspections of establishments that process, prepare, and/or serve food, swimming pools and spas, and body art facilities to enforce environmental health codes and licensing requirements. Manages EPA certified drinking water lab.

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

  • Monitors field inspection program, reviews elevated inspections, and determines plan to ensure compliance with state and local health codes.
  • Responds to environmental complaints; assists State Health Department conduct epidemiological investigations of reported illness or disease outbreaks.
  • Plans, organizes, implements, and supervises environmental health services and staff; develops and prioritizes procedures and guidelines; trains personnel to fulfill the requirements that meet environmental health and public health standards.
  • Manages Environmental Protection Agency (EPA) certified laboratory; verifies that proper quality control procedures are being followed for private and public water systems that have been identified to be contaminated; assists with contamination resolution.
  • Educates the public about regulations and health standards; organizes, prepares, and conducts food and pool informational presentations and training for public facility operators; coordinates with outside departments, agencies and organizations; engages Board of Health on environmental issues.
  • Interprets and implements local and State regulations, codes and rules; participates in the development and review of policies and regulations concerning environmental health.
  • Plans, trains, and implements all hazard response plans with agency staff and State bioterrorism teams.
  • Prepares annual budget and productivity reports by monitoring activities, expenditures, and revenues.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelors Degree in Environmental Health, Life Sciences, Biology, or related field
  • 3+ years of experience at a senior level in department or function

Required Licenses and Certifications:

  • Must possess a valid Wyoming/Idaho Drivers License and maintain an acceptable driving record.
  • Registered Environmental Health Specialist (REHS) with the National Environmental Health Association.

Required Knowledge of:

  • EPA regulations; Food and Drug Administration (FDA) and State food codes, pool codes, and sanitary codes for child care facilities, tattoo practitioners, and other establishments.
  • General laboratory methods, practices, and procedures.
  • Methods and techniques involved in conflict management and negotiation.
  • Principles and procedures of recordkeeping, reporting and retention.
  • Safety rules and regulations, occupational hazards, and safety precautions.
  • Principles and practices of effective project management, leadership, supervision and training.

Required Skills in:

  • Teaching and communicating complex scientific information to a variety of audiences.
  • Researching and understanding scientific data.
  • Conducting bacteriological analysis on potable water and pool/spa samples; operating and maintaining laboratory equipment.
  • Creating, implementing, and monitoring an annual budget.
  • Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely.

Physical Demands/Work Environment:

  • Work is performed in various establishments and outdoor environments within Teton County; may be exposed to potentially dangerous materials including industrial pollution, medical and nuclear waste, airborne and waterborne germs, or other contaminants such as lead and asbestos. Use of protective equipment and clothing is required.
